As Director of Policy and External Communications, Shelby leads TACHC’s policy and advocacy efforts at the state and federal level. This includes keeping health centers updated about changes in the complex policy and regulatory environment, advocating for health center priorities at the state legislature and in Congress, working with state and federal agencies to advance health centers’ mission in Texas, and cultivating a robust grassroots advocacy network of health center supporters across the state.Shelby has worked in health policy and advocacy in Texas for more than a decade, both as a previous TACHC staff member and leading government relations efforts for the American Heart Association in Texas. Shelby holds a Master of Public Affairs from the LBJ School of Public Affairs at the University of Texas and an undergraduate degree in journalism, also from the University of Texas. Born and raised in East Texas, Shelby’s interest in public service has taken her all over the world, previously serving as a Peace Corps Volunteer in Bolivia, an AmeriCorps Vista in Alaska, and interning in health clinics in Guinea and Liberia, West Africa. Shelby’s two young sons now keep her close to home in Austin.
