Disaster Overview

Emergency operations planning activities at the state, regional and local levels are shaped by Texas legislation as well as national policies, doctrine and guidance.  The Emergency Management Plan consists of a Basic Plan which provides an overview of the jurisdiction’s emergency management/response program, and creates a basis from which to develop Support Function and Hazard Annexes.  Support Function Annexes outline how responding organizations work together to perform functions in response to hazards and describe response strategies and expected mission execution.  The Hazard Annexes describe specific hazards, their characteristics and impacts.
